Loudon County Government selected the MBI/TreanorHL team to investigate options of how to expand the jail and courts on the existing justice center site. After development of multiple expansion options, it was decided to concentrate on jail expansion. The existing justice center was built in 1976 with multiple expansions occurring over 40 years. The existing jail no longer meets the needs of the growing population of Loudon County, and has been over capacity for many years. The existing jail because of limited inmate housing has resulted in lack of inmate classification, and difficulty in operations.

The new jail expansion basically replaces most of the existing inmate housing. There will be 193 new male inmate beds and 71 female inmate beds to create a 264-bed facility. The new expansion includes a new kitchen and laundry to serve the new inmate numbers with ability to support a future expansion. A new booking/intake area will allow for easier patrol delivery to the jail, and processing of these individuals to allow proper classification before routing to inmate housing units.
