Monroe County Government selected the MBI / TreanorHL team to provide programming and master planning for the Monroe County Justice Center. The scope included inmate profile updates, bed needs analysis by classification, operational programming, and long-range planning.

The pre-design study confirmed that combining detention and court functions on one site best supports the operational goals of the Monroe County Sheriff’s Department and Criminal Court System. The master plan establishes a unified Justice Center designed around a 20-year growth horizon.

Court functions include a public lobby, one Session Court, one Criminal Court, and one Circuit Court, along with offices for the District Attorney, Public Defender, and Court Clerk. Detention functions include 365 inmate beds—88 dormitory beds and 277 indirect supervision beds—supported by medical, food service, laundry, warehouse, inmate programs, and staff areas.

The Justice Center also houses sheriff’s administration, detectives, patrol operations, and an evidence lab. Secure video visitation is located adjacent to the public lobby to support public access while maintaining safety.
