Loudon County Government selected the MBI / TreanorHL team to evaluate expansion options for the existing Justice Center campus. The team studied multiple approaches for expanding both the courts and detention facilities before focusing on a comprehensive jail expansion to address critical capacity and operational challenges.

Originally constructed in 1976 and expanded multiple times over four decades, the existing jail no longer met the needs of Loudon County’s growing population. Chronic overcrowding limited inmate classification and created operational inefficiencies for staff and law enforcement.

The jail expansion replaces most of the existing inmate housing and significantly increases capacity. The new facility adds 193 male beds and 71 female beds, creating a total capacity of 264 inmates. Support spaces include a new kitchen and laundry designed to serve current needs while allowing for future expansion.

The project also includes a redesigned booking and intake area to improve patrol vehicle access and streamline inmate processing. The updated layout supports proper inmate classification and more efficient routing to housing units, improving safety, operations, and long-term flexibility.
