The Sullivan County Board of Commissioners engaged MBI to conduct a comprehensive criminal justice system assessment and develop a long-term master plan for the Sullivan County Justice Center. The study analyzed justice system data, profiled the inmate population, evaluated operational efficiencies, projected bed needs with and without system reforms, and assessed the existing jail’s compliance with Tennessee Corrections Institute (TCI) standards.

The findings identified opportunities to improve detention operations, increase efficiency, and plan for long-term growth. Based on 20-year projections, MBI developed a three-phase expansion and renovation master plan for the existing 619-bed justice center.

Phase One addresses immediate capacity and operational needs. The expansion provides 560 inmate beds with future expansion capacity of 224 additional beds. The project also includes a medical and mental health clinic, intake and release areas, food service, laundry, warehouse space, inmate programs, and staff support areas.

The master plan positions Sullivan County to meet current detention demands while creating a scalable, compliant, and efficient justice facility for decades to come.
